014 Disable IVC by default

It's quite annoying that IVC is enabled by default since we don't use it yet. Here's a way to disable it:

1. Go to "\User\Config"
2. Open "falcon bms.cfg"
3. Search for the following entry: "g_bVoiceCom"
4. Turn the "1" to a "0"
